Stage 2 / River Park - Neighbourhood Plan Amendment

Development of the Southbow Landing Neighbourhood Plan (NP) began in 2012. A public workshop in 2013 mapped out the Neighbourhood Plan, with public input guiding the location and type of land uses within the neighbourhood. This configuration was presented to Council and approved in 2015, with land uses approved in 2017. 

After Qualico acquired the lands in 2022, we updated the western portion of the NP to include minor adjustments such as additional pedestrian connectivity, preservation of the wetland adjacent to Hwy 22, revision of the commercial parcel to accommodate a greater variety of businesses, and the addition of a dog park along River Heights Drive. This application was approved by Town of Cochrane Council on Jan 13, 2025.

We are currently working to amend the eastern portion of the Neighbourhood Plan that was approved in 2015. This application is part of our efforts to ensure the plan for the community reflects the needs of both current and future residents.

Stage 2 / River Park - Neighbourhood Plan Amendment (Application SNS2025-002 and SNS2025-003)

  • This application proposes additional pedestrian and cycling connectivity, minor adjustments to the blocks to work better with the topography, and a new residential area in the Lower Bench.

  • The vision for this proposed residential area is a low-density parcel with estate lots and several amenities that will benefit all Cochrane residents including a regional park, playground structures, and a pathway network that will connect to the Glenbow Ranch Provincial Park via a future bridge over the Bow River.

  • Our Open House occurred on April 12, 2025 at the SLS Centre.

  • Our application is currently under review by the town. We are actively working through the details and will provide updates as more information becomes available.

We have now prepared an application for the eastern portion of the NP. Updates to the east side of the Southbow Landing NP are proposed to enhance the community’s interface with the naturalized areas and provide a Regional Park amenity that will ultimately connect to Glenbow Ranch across the Bow River.

This application focuses on the Upper, Middle and Lower Benches on the eastern portion of the Plan Area, as shown in the image below.

Engagement boards were presented at the Spring Market on April 12th, 2025 to provide more information about the proposed application and the next steps for development in your community.
