The Multi-Family Land Use application considers land use for two multi-family parcels, located south of The Willows and north of the future James Walker Trail extension (identified as Parcel A & B).

After engaging with residents of Cochrane, The Willows and Riversong, we heard concerns about density, the visual impact of building heights and traffic congestion.
Based on feedback we have updated our multi-family proposal to address these concerns.
Our revised application includes a medium-density proposal, with three-storey townhouse buildings. We have also provided for a new linear park space between the existing homes and proposed homes to provide both a buffer and additional amenity for the community.
In addition, we have committed to completing the James Walker Trail extension two years earlier than the anticipated timing and proposed an additional off-leash dog park in the community.
Multi-Family Site Applications History
Our original application, submitted July 2023, proposed Residential High Density District (R-HD). This district would allow for buildings up to 25m in height. An amended application was presented to Council and the public at a public hearing on January 22 and February 5, 2024.
On May 13, 2024, our application was refused by Council and we were advised that more engagement with adjacent communities was needed.
Based on what we heard from the public and Town Council, we prepared two revised concepts with differing densities and presented them back to the community throughout October and November 2024. We engaged with adjacent residents and the community through coffee chats, site walking tours, an online open house, and online survey.
The feedback we received through this second round of engagement indicated that a medium density parcel with the addition of a linear park space to provide a buffer between the established communities and Southbow Landing was preferable for most respondents.
The application was resubmitted based on this feedback in November 2024.
This new, revised application was presented to the Committee of the Whole on April 22, 2025, and to Council for first reading on April 28, 2025.
The Public Hearing was held on May 12, 2025.
The result of this application will be shared once decided upon by Council.

Application Context
When the neighbourhood plan was developed in 2012 and 2013, these parcels were identified for future multi-family development in this location.
The total area of these parcels represents just over 16 acres within the Southbow Landing Neighbourhood Plan (approximately 3% of the total plan area).
James Walker Trail is identified as a transit corridor with a future transit hub located immediately south of Parcel A.
These lands are intended to be walkable for residents to the future Village and Employment Centre as well as adjacent school sites.
This location is well connected to various other amenities including regional paths and trails that connect Southbow to the rest of Cochrane.
This location and multi-family use supports a diversity of housing options in Cochrane.
